No, they are not usually able to function as webcams. Actually technically speaking they can function as webcam but they will need a software to be able to stream the video directly to the internet through the computer instead of storing it in the local memory.
So most of, if not all of the point shoot cameras are not able to function as webcams.
If your camera has "PC Camera Mode" then it will be able to function as live webcam... i think you might find this functionality in very few Kodak Camera models and one or two fujifilm digital camera like Fujifilm FinePix 2800 Zoom.

Canon S1...S5 IS can be used as a webcam, works also in Skype. Use cam4you software (the bundled Canon's Remote Capture can probably be used too!) and e2eSoft Vcam (http://www.e2esoft.cn/vcam/) to grab the live preview window. Works great!
